TRANSPORTATION DISADVANTAGED

The Collier MPO is required by Section 427.0157 Florida Statutes to have a Local Coordinating Board (LCB). The LCB identifies local transportation service needs and provides information, advice, and direction on the coordination of services to be provided to the transportation disadvantaged. The MPO performs an annual community transportation coordinator evaluation to ensure that policies set by the LCB and the State’s safe practices are being adhered to and that transportation plans include public transportation as an integral part of the overall regional network

The LCB is the policy-making body of the Transportation Disadvantaged (TD) program. The Program is administered by Collier County, which serves as the Community Transportation Coordinator (CTC). The CTC is responsible for ensuring that coordinated transportation services are provided to the transportation disadvantaged population of Collier County. Collier Area ParaTransit, under the direction of the CTC, operates services for the TD program. The LCB and CTC work closely together with the LCB identifying local service needs and providing information, advice and direction to the CTC on the coordination of services through the Florida Coordinated Transportation System.

The Florida Commission for the Transportation Disadvantaged (CTD) was established by Chapter 427 of the Florida Statutes and is directed to “accomplish the coordination of transportation services provided to the transportation disadvantaged”. The CTD is an independent commission comprised of members representing both the public and private sectors and is housed administratively within the Florida Department of Transportation. The CTD oversees the Transportation Disadvantaged Trust Fund which serves as the funding resource for the program.

TRANSPORTATION DISADVANTAGE SERVICE PLAN (TDSP)

The Transportation Disadvantaged Service Plan (TDSP) is developed thorough a collaborative effort of the MPO, CTC and LCB. addresses local transportation disadvantaged services; and identifies local transportation disadvantaged individuals and their transportation needs. The TDSP must contain development, service and quality assurance components, and reflect the policies of the Florida Commission for the Transportation Disadvantaged. The TDSP is used by the CTC and the LCB to maintain and/or improve transportation services for the transportation disadvantaged and serves as a framework for the performance evaluation of the Collier Area ParaTransit. There must be a major update to the TDSP every five years with minor updates in the interim years.

The Collier MPO jointly develops and annually updates the Transportation Disadvantaged Service Plan (TDSP) with the Community Transportation Coordinator (CTC) and the Local Coordinating Board (LCB).   Following the review and approval by the Local Coordinating Board, the TDSP is then submitted to the Florida Commission for the Transportation Disadvantaged (CTD) for final approval.
