Traffic Safety

The Safe Streets and Roads for All (SS4A) Safety Action Plan (SAP) is now approved and active.

The final draft of the SAP was approved at the October 10th MPO Board meeting!

The MPO, with assistance from TY Lin International partnered with its member governments, including Collier County and the cities of Naples, Marco Island, and Everglades City to develop a SAP.  Work began on March 1st of 2024.  It was funded by federal grant ($200,000) with matching contributions from MPO ($10,000) and Board of County Commissioners ($40,000).

The SAP supports the MPO’s and FDOT’s Target Zero goals, provides a framework to eliminate fatalities and serious injuries on roadways, and to improve the safety, health, and well-being of residents and visitors.  It accommodates all modes including walking, bicycling, transit, micromobility (such as ebikes and scooters), and personal and commercial vehicles.  It also replaces, by updating and expanding upon, the Local Roads Safety Plan and will be incorporated into the 2050 Long Range Transportation Plan, currently in development.

The SS4A competitive grant program was created by the Infrastructure Investment and Jobs Act (IIJA), also referred to as the Bipartisan Infrastructure Law (BIL) and administered by the U.S. Department of Transportation. The purpose of SS4A grants is to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through Safety Action Plan development and implementation, focused on all users.

The SS4A program provides funding for two types of grants: Action Plan Grants and Implementation Grants.  Action Plan Grants are used to develop a comprehensive SAP. To apply for an Implementation Grant, an eligible applicant must have a qualifying SAP, of which it implements strategies or projects consistent with the SAP.
